Drugmakers Are Set To Pay 23andMe Millions To Access Consumer DNA (bloomberg.com) 106

An anonymous reader quotes a report from Bloomberg: GSK will pay 23andMe $20 million for access to the genetic-testing company's vast trove of consumer DNA data, extending a five-year collaboration that's allowed the drugmaker to mine genetic data as it researches new medications. Under the new agreement, 23andMe will provide GSK with one year of access to anonymized DNA data from the approximately 80% of gene-testing customers who have agreed to share their information for research, 23andMe said in a statement Monday. The genetic-testing company will also provide data-analysis services to GSK.

23andMe is best known for its DNA-testing kits that give customers ancestry and health information. But the DNA it collects is also valuable, including for scientific research. With information from more than 14 million customers, the only data sets that rival the size of the 23andMe library belong to Ancestry.com and the Chinese government. The idea for drugmakers is to comb the data for hints about genetic pathways that might be at the root of disease, which could significantly speed up the long, slow process of drug development. GSK and 23andMe have already taken one potential medication to clinical trials: a cancer drug that works to block CD96, a protein that helps modulate the body's immune responses. It entered that testing phase in four years, compared to an industry average of about seven years. Overall, the partnership between GSK and 23andMe has produced more than 50 new drug targets, according to the statement.

The new agreement changes some components of the collaboration. Any discoveries GSK makes with the 23andMe data will now be solely owned by the British pharmaceutical giant, while the genetic-testing company will be eligible for royalties on some projects. In the past, the two companies pursued new drug targets jointly. GSK's new deal with 23andMe is also non-exclusive, leaving the genetic-testing company free to license its database to other drugmakers.

Meta Told To Stop Using Threads Name By Company That Owns UK Trademark (businessinsider.com) 60

Pete Syme reports via Insider: A British software company is giving Meta 30 days to stop using the name Threads in the UK because it owns the trademark. Threads Software Limited says its lawyers wrote to the Facebook and Instagram parent company on Monday. If Meta doesn't stop using the name Threads, Threads Software Limited says it will seek an injunction from the courts.

The British company trademarked Threads in 2012 for its intelligent messaging hub, which can store a company's emails, tweets, and voice over internet protocol phone calls in a cloud database. In a press release, it said it had declined the four offers that Meta's lawyers made to purchase its domain name "threads.app." Then when Meta launched Threads, its social media app designed to compete with Elon Musk's X, the British company says it was removed from Facebook.
John Yardley, the managing director of Threads Software Limited, said the business "faces a serious threat from one of the largest technology companies in the world."

"We recognize that this is a classic 'David and Goliath' battle with Meta," said Yardley. "And whilst they may think they can use whatever name they want, that does not give them the right to use the Threads brand name."

Leica Camera Has Built-In Defense Against Misleading AI, Costs $9,125 45

Scharon Harding reports via Ars Technica: On Thursday, Leica Camera released the first camera that can take pictures with automatically encrypted metadata and provide features such as an editing history. The company believes this system, called Content Credentials, will help photojournalists protect their work and prove authenticity in a world riddled with AI-manipulated content.

Leica's M11-P can store each captured image with Content Credentials, which is based on the Coalition for Content Provenance and Authenticity's (C2PA's) open standard and is being pushed by the Content Authenticity Initiative (CAI). Content Credentials, announced in October, includes encrypted metadata detailing where and when the photo was taken and with what camera and model. It also keeps track of edits and tools used for edits. When a photographer opts to use the feature, they'll see a Content Credentials logo in the camera's display, and images will be signed through the use of an algorithm.

The feature requires the camera to use a specialized chipset for storing digital certificates. Credentials can be verified via Leica's FOTOS app or on the Content Credentials website. Leica's announcement said: "Whenever someone subsequently edits that photo, the changes are recorded to an updated manifest, rebundled with the image, and updated in the Content Credentials database whenever it is reshared on social media. Users who find these images online can click on the CR icon in the [pictures'] corner to pull up all of this historical manifest information as well, providing a clear chain of providence, presumably, all the way back to the original photographer." The M11-P's Content Credentials is an opt-in feature and can also be erased. As Ars has previously noted, an image edited with tools that don't support Content Credentials can also result in a gap in the image's provenance data.

Ukrainian Hackers and Intel Officers Partner Up In Apparent Hack of a Top Russian Bank (npr.org) 41

An anonymous reader quotes a report from NPR: Two Ukrainian hacktivist groups are claiming to have broken into Russia's largest private bank, Alfa-Bank. In a blog post last week, the hackers from groups called KibOrg and NLB shared screenshots of what appears to be an internal database belonging to Alfa-Bank, as well as personal details of several Russian individuals as "confirmation" of the breach. Within the database, the hackers say there are over 30 million records including names, birthdates, account numbers and phone numbers of Russian customers.

Adding some legitimacy to those claims, a Ukrainian intelligence official who requested anonymity to discuss the sensitive operation confirmed to NPR that Ukraine's top counterintelligence agency, the SBU, helped the hacktivists breach Alfa-Bank. The official did not share additional details about how the SBU participated or any further plans for sharing the stolen data. Ukrainian journalists including from cybersecurity website The Record previously reported on the connection to the SBU. While the hacktivists did not immediately respond to a request to discuss the breach, they wrote in the blog post -- posted on their own site -- that they would be sharing the data obtained from Alfa-Bank with investigative journalists. Alfa-Bank has not publicly responded to the news of the hack.

Face Search Engine PimEyes Blocks Searches of Children's Faces (nytimes.com) 25

PimEyes, a search engine that relies on facial recognition to help people scan billions of images to find photos of themselves on the internet, announced that it has banned searches of minors as part of the company's "no harm policy." The New York Times reports: PimEyes, a subscription-based service that uses facial recognition technology to find online photos of a person, has a database of nearly three billion faces and enables about 118,000 searches per day, according to [PimEyes CEO Giorgi Gobronidze]. The service is advertised as a way for people to search for their own face to find any unknown photos on the internet, but there are no technical measures in place to ensure that users are searching only for themselves. Parents have used PimEyes to find photos of their children on the internet that they had not known about. But the service could also be used nefariously by a stranger. It had previously banned more than 200 accounts for inappropriate searches of children's faces, Mr. Gobronidze said.

"Images of children might be used by the individuals with twisted moral compass and values, such as pedophiles, child predators," Mr. Gobronidze said. PimEyes will still allow searches of minors' faces by human rights organizations that work on children's rights issues, he added. Mr. Gobronidze said that blocking searches of children's faces had been on "the road map" since he acquired the site in 2021, but the protection was fully deployed only this month after the publication of a New York Times article on A.I.-based threats to children. Still, the block isn't airtight. PimEyes is using age detection A.I. to identify photos of minors. Mr. Gobronidze said that it worked well for children under the age of 14 but that it had "accuracy issues" with teenagers.

It also may be unable to identify children as such if they're not photographed from a certain angle. To test the blocking system, The Times uploaded a photo of Mary-Kate and Ashley Olsen from their days as child stars to PimEyes. It blocked the search for the twin who was looking straight at the camera, but the search went through for the other, who is photographed in profile. The search turned up dozens of other photos of the twin as a child, with links to where they appeared online. Mr. Gobronidze said PimEyes was still perfecting its detection system.

ICE Uses Tool To Find 'Derogatory' Speech Online (404media.co) 63

An anonymous reader quotes a report from 404 Media: Immigration and Customs Enforcement (ICE) has used a system called Giant Oak Search Technology (GOST) to help the agency scrutinize social media posts, determine if they are "derogatory" to the U.S., and then use that information as part of immigration enforcement, according to a new cache of documents reviewed by 404 Media. The documents peel back the curtain on a powerful system, both in a technological and a policy sense -- how information is processed and used to decide who is allowed to remain in the country and who is not.

GOST's catchphrase included in one document is "We see the people behind the data." A GOST user guide included in the documents says GOST is "capable of providing behavioral based internet search capabilities." Screenshots show analysts can search the system with identifiers such as name, address, email address, and country of citizenship. After a search, GOST provides a "ranking" from zero to 100 on what it thinks is relevant to the user's specific mission. The documents further explain that an applicant's "potentially derogatory social media can be reviewed within the interface." After clicking on a specific person, analysts can review images collected from social media or elsewhere, and give them a "thumbs up" or "thumbs down." Analysts can also then review the target's social media profiles themselves too, and their "social graph," potentially showing who the system believes they are connected to.

DHS has used GOST since 2014, according to a page of the user guide. In turn, ICE has paid Giant Oak Inc., the company behind the system, in excess of $10 million since 2017, according to public procurement records. A Giant Oak and DHS contract ended in August 2022, according to the records. Records also show Customs and Border Protection (CBP), the Drug Enforcement Administration (DEA), the State Department, the Air Force, and the Bureau of the Fiscal Service which is part of the U.S. Treasury have all paid for Giant Oak services over the last nearly ten years. The FOIA documents specifically discuss Giant Oak's use as part of an earlier 2016 pilot called the "HSI [Homeland Security Investigations] PATRIOT Social Media Pilot Program." For this, the program would "target potential overstay violators from particular visa issuance Posts located in countries of concern."
"The government should not be using algorithms to scrutinize our social media posts and decide which of us is 'risky.' And agencies certainly shouldn't be buying this kind of black box technology in secret without any accountability. DHS needs to explain to the public how its systems determine whether someone is a 'risk' or not, and what happens to the people whose online posts are flagged by its algorithms," Patrick Toomey, Deputy Director of the ACLU's National Security Project, told 404 Media in an email. The documents come from a Freedom of Information Act (FOIA) lawsuit brought by both the ACLU and the ACLU of Northern California. Toomey from the ACLU then shared the documents with 404 Media.

20 Carriers Face Call-Blocking in the US for Submitting Fake 'Robocall Mitigation Plans' (arstechnica.com) 67

"Twenty phone companies may soon have all their voice calls blocked by US carriers," reports Ars Technica, "because they didn't submit real plans for preventing robocalls on their networks." The 20 carriers include a mix of US-based and foreign voice service providers that submitted required "robocall mitigation" plans to the Federal Communications Commission about two years ago. The problem is that some of the carriers' submissions were blank pages and others were bizarre images or documents that had no relation to robocalls. The strange submissions, according to FCC enforcement orders issued Monday, included "a .PNG file depicting an indiscernible object," a document titled "Windows Printer Test Page," an image "that depicted the filer's 'Taxpayer Profile' on a Pakistani government website," and "a letter that stated: 'Unfortunately, we do not have such a documents.'"

Monday's FCC announcement said the agency's Enforcement Bureau issued orders demanding that "20 non-compliant companies show cause within 14 days as to why the FCC should not remove them from the database for deficient filings." The orders focus on the certification requirements and do not indicate whether these companies carry large amounts of robocall traffic. Each company will be given "an opportunity to cure any deficiencies in its robocall mitigation program description or explain why its certification is not deficient." After the October 30 deadline, the companies could be removed from the FCC's Robocall Mitigation Database.

Removal from the database would oblige other phone companies to block all of their calls.

In-memory Database Redis Wants To Dabble in Disk (theregister.com) 5

Redis, the go-to in-memory database used as a cache and system broker, is looking to include disk as part of a tiered storage architecture to reduce costs and broaden the system's appeal. From a report: Speaking to The Register, CEO Rowan Trollope said he hoped the move would help customers lower costs and simplify their architecture. Redis counts Twitter X, Snapchat, and Craigslist among its customers, and it's popular among developers of modern internet-scale applications owing to its ability to create a cache to prevent the main database from overloading. Trollope said the sub-millisecond distributed system gives devs the performance they need, but admitted other systems built for internet scale, such as MongoDB, might offer price advantages. To address this, the company has already created a tiered approach to memory by offering flash support behind its in-memory system.

"We have a half-step between disk and memory. For some specific use cases, in gaming for example, a company might use us for leaderboards and other in-game stats, which they need in real time," he said. However, after an initial flush of the game launch, a large chunk of users would finish the game and their accounts would go dormant until the release of a new episode or some new content, when they might return. Trollope said using flash allowed users to dynamically tier memory. "We can take the lesser-used data that hasn't been touched in a while and shuttle it off to flash where it can sit for a while. When the user comes back eventually, it's very easy for us to seamlessly move it from flash back into memory. And that allows the company to save costs," he said.

Casio Keyed Up After Data Loss Hits Customers In 149 Countries (theregister.com) 27

Jessica Lyons Hardcastle reports via The Register: Japanese electronics giant Casio said miscreants broke into its ClassPad server and stole a database with personal information belonging to customers in 149 countries. ClassPad is Casio's education web app, and in a Wednesday statement on its website, the firm said an intruder breached a ClassPad server and swiped hundreds of thousands of "items" belonging to individuals and organizations around the globe. As of October 18, the crooks accessed 91,921 items belonging to Japanese customers, including individuals and 1,108 educational institution customers, as well as 35,049 items belonging to customers from 148 other countries. If Casio finds additional customers were compromised, it promises to update this count.

The data included customers' names, email addresses, country of residence, purchasing info including order details, payment method and license code, and service usage info including log data and nicknames. Casio noted that it doesn't not retain customers' credit card information, so presumably people's banking info wasn't compromised in the hack. An employee discovered the incident on October 11 while attempting to work in the corporate dev environment and spotted the database failure. "At this time, it has been confirmed that some of the network security settings in the development environment were disabled due to an operational error of the system by the department in charge and insufficient operational management," the official notice said. "Casio believes these were the causes of the situation that allowed an external party to gain unauthorized access." The intruder didn't access the ClassPad.net app, according to Casio, so that is still available for use.

Private Torrent Tracker FileList to Shut Down After 16 Years (torrentfreak.com) 9

One of the world's largest private BitTorrent trackers, Filelist, has announced it will shut down soon. The site has been in operation for sixteen years and enjoys millions of monthly visits, mostly from Romania. Site admin EboLLa has chosen to devote time to other parts of life and without a trusted successor, it's best to close the doors. TorrentFreak reports: Many private trackers have come and gone over the years. The Romanian-based tracker FileList.io is one of the bigger ones to survive, although it came close to shutting down a few years ago when Romanian authorities seized its domain name. The enforcement action was a wake-up call for both staff and users of the members-only tracker, but it didn't mark the end of the road. FileList simply switched from the seized .ro domain to an .io version and with the database unscathed, it kept on going. According to recent traffic stats from SimilarWeb, the tracker hasn't lost its appeal. With an estimated average of roughly six million monthly visits, the site continues to draw a massive audience. That, however, is about to change.

A few hours ago, FileList sysop "EboLLa" informed the site's members that the doors will permanently close in a few weeks. This isn't the result of legal pressure; it's a conscious and well-evaluated life choice. "Unfortunately, I no longer have the time to run the site. A site like this requires quite a lot of commitment and my priorities in everyday life have changed in recent years. Time is the most precious resource for all of us and I have invested enough time here," the operator writes. The decision was a difficult one. FileList's operator long considered handing the reigns to a successor, but that is easier said than done, especially after the dream candidate was no longer an option.

"I don't have anyone to leave it to. ToXiC, the one who was going to take my place is no longer with us," EboLLa writes. [...] "It is quite difficult to find a person who is integrated here and shares the same values and has the same dedication that you have enjoyed for the last 16 years. FTX Used Python Code To Fake Its Insurance Fund Figure (cointelegraph.com) 104

Tom Mitchelhill reports via CoinTelegraph: Crypto exchange FTX used hidden Python code to misrepresent the value of its insurance fund -- a pool of funds meant to prevent user losses during huge liquidation events -- according to testimony from FTX co-founder Gary Wang. In a damning testimony on Oct. 6, FTX's former chief technology officer, Gary Wang, said that FTX's so-called $100 million insurance fund in 2021 was fabricated and never contained any of the exchanges' FTX tokens (FTT) as claimed. Instead, the figure shown to the public was calculated by multiplying the daily trading volume of the FTX Token by a random number close to 7,500.

When the prosecution surfaced the above tweet -- among other public statements of its value -- and asked Wang whether this amount was accurate, he replied with a single word: "No." "For one, there is no FTT in the insurance fund. It's just the USD number. And, two, the number listed here does not match what was in the database." An exhibit in the Oct. 6 trial shows the alleged code used to generate the size of the so-called "Backstop Fund" or public insurance fund.

FTX's insurance fund was designed to protect user losses in case of huge, sudden market movements and its value was often touted on its website and social media. According to Wang's testimony, however, the amount contained within the fund was often insufficient to cover these losses. [...] In addition to revealing the allegedly fraudulent nature of FTX's insurance fund, Wang claimed that Bankman-Fried prompted him and Nishad Singh to implement an "allow_negative" balance feature in the code at FTX, which allowed Alameda Research to trade with near-unlimited liquidity on the crypto exchange.

23andMe Scraping Incident Leaked Data On 1.3 Million Users (therecord.media) 25

Jonathan Greig writes via The Record: Genetic testing giant 23andMe confirmed that a data scraping incident resulted in hackers gaining access to sensitive user information and selling it on the dark web. The information of nearly 7 million 23andMe users was offered for sale on a cybercriminal forum this week. The information included origin estimation, phenotype, health information, photos, identification data and more. 23andMe processes saliva samples submitted by customers to determine their ancestry.

When asked about the post, the company initially denied that the information was legitimate, calling it a "misleading claim" in a statement to Recorded Future News. The company later said it was aware that certain 23andMe customer profile information was compiled through unauthorized access to individual accounts that were signed up for the DNA Relative feature -- which allows users to opt in for the company to show them potential matches for relatives. [...] When pressed on how compromising a handful of user accounts would give someone access to millions of users, the spokesperson said the company does not believe the threat actor had access to all of the accounts but rather gained unauthorized entry to a much smaller number of 23andMe accounts and scraped data from their DNA Relative matches.

A researcher approached Recorded Future News after examining the leaked database and found that much of it looked real. [...] The researcher downloaded two files from the BreachForums post and found that one had information on 1 million 23andMe users of Ashkenazi heritage. The other file included data on more than 300,000 users of Chinese heritage. The data included profile and account ID numbers, names, gender, birth year, maternal and paternal genetic markers, ancestral heritage results, and data on whether or not each user has opted into 23andme's health data. The researcher added that he discovered another issue where someone could enter a 23andme profile ID, like the ones included in the leaked data set, into their URL and see someone's profile. The data available through this only includes profile photos, names, birth years and location but does not include test results.

AI Beats Human Sleuth at Finding Problematic Images in Research Papers (nature.com) 12

An algorithm that takes just seconds to scan a paper for duplicated images racks up more suspicious images than a person. Nature: Scientific-image sleuth Sholto David blogs about image manipulation in research papers, a pastime that has exposed him to many accounts of scientific fraud. But other scientists "are still a little bit in the dark about the extent of the problem," David says. He decided he needed some data. The independent biologist in Pontypridd, UK, spent the best part of several months poring over hundreds of papers in one journal, looking for any with duplicated images. Then he ran the same papers through an artificial-intelligence (AI) tool. Working at two to three times David's speed, the software found almost all of the 63 suspect papers that he had identified -- and 41 that he'd missed. David described the exercise last month in a preprint, one of the first published comparisons of human versus machine for finding doctored images.

The findings come as academic publishers reckon with the problem of image manipulation in scientific papers. In a 2016 study, renowned image-forensics specialist Elisabeth Bik, based in San Francisco, California, and her colleagues reported that almost 4% of papers she had visually scanned in 40 biomedical-science journals contained inappropriately duplicated images. Not all image manipulation is done with nefarious intent. Authors might tinker with images by accident, for aesthetic reasons or to make a figure more understandable. But journals and others would like to catch images with alterations that cross the line, whatever the authors' motivation. And now they are turning to AI for help.

Some 200 universities, publishers and scientific societies already rely on Imagetwin, the tool that David used for his study. The software compares images in a paper with more than 25 million images from other publications -- the largest such database in the image-integrity world, according to Imagetwin's developers. Bik has been using Imagetwin regularly to supplement her own skills and calls it her "standard tool," although she emphasizes that the AI has weaknesses as well as strengths -- for instance, it can miss duplications in images with low contrast.

USFWS Is Creating a Frozen Library of Biodiversity To Help Endangered Species (insideclimatenews.org) 12

Kiley Price writes via Inside Climate News: In a new initiative announced on Tuesday, the U.S. Fish & Wildlife Service is working with the nonprofit Revive & Restore and other partners to create a "genetic library" of the country's endangered species -- before it's too late. Through a process called biobanking, FWS field staff are gathering biological samples such as blood, tissues and reproductive cells from animals to be cryogenically preserved at extremely low temperatures (at least -256 degrees Fahrenheit) and stored at a USDA facility in Colorado. The samples will also be genetically sequenced and this information will be uploaded to a publicly available database called GenBank, where researchers can study them and compare their genomes to other members of their species.

UK Passport Images Database Could Be Used To Catch Shoplifters (theguardian.com) 67

An anonymous reader quotes a report from The Guardian: Britain's passport database could be used to catch shoplifters, burglars and other criminals under urgent plans to curb crime, the policing minister has said. Chris Philp said he planned to integrate data from the police national database (PND), the Passport Office and other national databases to help police find a match with the "click of one button." But civil liberty campaigners have warned the plans would be an "Orwellian nightmare" that amount to a "gross violation of British privacy principles".

Foreign nationals who are not on the passport database could also be found via the immigration and asylum biometrics system, which will be part of an amalgamated system to help catch thieves. The measures have been deemed controversial by campaigners as the technology could get a match even if images are blurred or partially obscured. Speaking at a fringe event of the Conservative party conference hosted by the Policy Exchange thinktank, Philp said: "I'm going to be asking police forces to search all of those databases -- the police national database, which has custody images, but also other databases like the passport database -- not just for shoplifting but for crime generally to get those matches, because the technology is now so good that you can get a blurred image and get a match for it.

"Operationally, I'm asking them to do it now. In the medium term, by which I mean the next two years, we're going to try and create a new data platform so you can press one button [and it] lets you search it all in one go. Until the new platform is created, he said police forces should search each database separately. [...] Philp said he has already ordered police forces that have access to the passport database to start searching it alongside the police national database, which stores custody images. Officers will be able to compare those facial images against CCTV, dashcam and doorbell technology to help find a match for criminals as prosecution rates are at record lows. He later added: "I would also just remind everyone that the wider public, including shop staff and security guards, do have the power of citizen's arrest and where it's safe to do so I would encourage that to be used. Because if you do just let people walk in and take stuff and walk out without proper challenge, including potentially a physical challenge, then it will just escalate."

AI Language Models Can Exceed PNG and FLAC in Lossless Compression, Says Study (arstechnica.com) 57

In an arXiv research paper titled "Language Modeling Is Compression," researchers detail their discovery that the DeepMind large language model (LLM) called Chinchilla 70B can perform lossless compression on image patches from the ImageNet image database to 43.4 percent of their original size, beating the PNG algorithm, which compressed the same data to 58.5 percent. For audio, Chinchilla compressed samples from the LibriSpeech audio data set to just 16.4 percent of their raw size, outdoing FLAC compression at 30.3 percent. From a report: In this case, lower numbers in the results mean more compression is taking place. And lossless compression means that no data is lost during the compression process. It stands in contrast to a lossy compression technique like JPEG, which sheds some data and reconstructs some of the data with approximations during the decoding process to significantly reduce file sizes. The study's results suggest that even though Chinchilla 70B was mainly trained to deal with text, it's surprisingly effective at compressing other types of data as well, often better than algorithms specifically designed for those tasks. This opens the door for thinking about machine learning models as not just tools for text prediction and writing but also as effective ways to shrink the size of various types of data.

The Loss of Dark Skies Is So Painful, Astronomers Coined a New Term For It: 'Noctalgia' (space.com) 122

Humanity is slowly losing access to the night sky, and astronomers have invented a new term to describe the pain associated with this loss: "noctalgia," meaning "sky grief." Space.com reports: Along with our propensity for polluting air and water and the massive amounts of carbon we're dumping into the atmosphere to trigger climate change, we have created another kind of pollution: light pollution. [...] Given the harmful effects of light pollution, a pair of astronomers has coined a new term to help focus efforts to combat it. Their term, as reported in a brief paper in the preprint database arXiv and a letter to the journal Science, is "noctalgia." In general, it means "sky grief," and it captures the collective pain we are experiencing as we continue to lose access to the night sky.

Thankfully, there is a way to tackle noctalgia, just as there are ways to combat climate change. On the ground, efforts have sprung up across the globe to create dark-sky reserves, where surrounding communities pledge not to encroach with further expansions of light pollution. Textbook Publishers Sue Shadow Library LibGen For Copyright Infringement (theregister.com) 30

A group of publishers in the U.S. have filed a lawsuit against the "notorious" online database Library Genesis (Libgen), a website known for providing free access to scientific papers and books. The lawsuit accuses Libgen of facilitating the unauthorized distribution of copyrighted academic materials. The Register reports: The suit, filed in a New York federal court [PDF], asks for a legal order "requiring the transfer of the Libgen domain names to plaintiffs or, at plaintiffs' election, canceling or deleting the Libgen domain names," with the idea of frustrating visitors -- mostly students -- believed to number in their millions. The filing said that according to similarweb.com, the sites collectively were visited by 9 million people from the U.S. each month from March to May 2023. The suit alleges that several of the Libgen websites solicit "donations" from users. "These solicitations are in English and seek payments only in Bitcoin or [Monero]." It adds: "one Libgen Site reports that it has raised $182,540 from donations since January 1, 2023."

The publishers also claim the people who run LibGen -- named in the suit as Does 1-50 and whom it says "are believed to reside outside of the United States at unknown foreign locations" -- derive "revenue from interstate or international commerce, including through advertisements." It goes on to add: "Defendants compete directly with Plaintiffs by distributing infringing copies of their works for free, displacing legitimate sales. When a consumer obtains Plaintiffs' works from the Libgen Sites instead of through legitimate channels, no remuneration is provided to Plaintiffs or their authors for the substantial investments they have made to create and publish the works."

The textbook publishers claim that "through social media and from their peers, students are bombarded with messages to use the Libgen Sites instead of paying for legal copies of textbooks" -- thus depriving the publishers and the authors they represent of their income. The suit also asks for damages without detailing an amount, although it asks for "an accounting and disgorgement of Defendants' profits, gains, and advantages realized from their unlawful conduct." The complaint claims the ads are in English and for various "U.S. products, such as browser extensions and online games". The suit adds that some "also appear to be phishing attempts, which can result in users downloading a virus or other malicious program onto their computers."

The lawsuit also calls out Google and "other intermediaries," U.S. companies it claims help LibGen "conduct their unlawful operations" -- "NameCheap for domain registration services, Cloudflare for proxy services, and Google for search engine services." It goes on to include a screenshot of Google's "knowledge panel," which it says "describes Libgen as a site [that] enables free access to content that is otherwise paywalled or not digitized elsewhere."

NASA on Thursday said it has named a new director of research into what the government calls "unidentified anomalous phenomenon," or UAP, while the U.S. space agency's chief said an expert panel that urged deeper fact-finding on the matter found no evidence of an extraterrestrial origin for these objects. Reuters reports: Administrator Bill Nelson made the announcement about the new research chief -- without disclosing the person's identity -- after the independent panel of experts recommended in a new report that NASA increase its efforts to gather information on UAP and play a larger role in helping the Pentagon detect them. [...] The NASA panel, comprising experts in fields ranging from physics to astrobiology, was formed last year and held its first public meeting in June. "The NASA independent study team did not find any evidence that UAP have an extraterrestrial origin, but we don't know what these UAP are," Nelson said, adding that a goal of the agency is to "shift the conversation about UAP from sensationalism to science."

"The mission of NASA is to find out the unknown," Nelson said. "Whatever we find, we're going to tell you," Nelson added, promising transparency on any discoveries. The new UAP research director will handle "centralized communications, resources and data analytical capabilities to establish a robust database for the evaluation of future UAP," NASA said. Nelson told Reuters he does not know the name of the new director. Dan Evans, a senior research official in NASA's science unit and a member of the study team, said harassment that other panel members had received from the public during their work was "in part" why the new director's identity was being kept secret.

Morgan Stanley To Launch AI Chatbot To Woo Wealthy 6

Morgan Stanley is rolling out a generative AI chatbot this month to help bankers quickly find research or forms without needing to sift through hundreds of thousands of documents. According to Reuters, it's being developed with OpenAI. From the report: The bank is also developing technology which eventually, with clients' permission, could create a meeting summary of the conversation, draft a follow-up email suggesting next steps, update the bank's sales database, schedule a follow-up appointment, and learn how to help advisers manage clients' finances on areas such as taxes, retirement savings and inheritances. The details of the program have not yet been reported.

While the bot will give insights and administrative support to financial advisers, investment advice will remain the purview of humans. "The adviser is still at the center," said [Sal Cucchiara, Morgan Stanley's chief information officer of wealth and investment management, who is among the executives driving the bank's push into AI]. For now, employees view the technology as a helpful tool and aren't worried that they'll be replaced by bots, he said. The AI initiative is part of Morgan Stanley's strategy to drive its wealth division, where net revenue surged 16% to a record in the second quarter and new client assets grew $90 billion.
