That's most likely true, but... the Senate and the House then voted "Yes" for them with enough votes to pass and the President signed those bills into law. The initial blame may be on the lawyers and lobbyists but the responsibility is on you and your colleagues. Passing the buck here is disingenuous.
The job of Senators and House Members is simple: WRITE LAWS.
Far too many of them, in BOTH parties have never actually taken to the pen/keyboard to PERSONALLY actually WRITE a law. Instead, they have their staff members get together with the lobbyists who give them bribes, err, "campaign contributions", and THOSE people write the bills that eventually become law. House members and senators far too frequently champion bills, vote for bills, and campaign on having written/passed bills without ever having writt
It is the job of the House of Representatives to write laws that enact taxes. The Senate is prohibited from doing that. It is why ACA is probably unconstitutional. The Senate took a bill that passed the House, literally gutted EVERYTHING out of it, and then put in text of the ACA, including the tax for not having a health insurance, meaning the tax originated in the Senate, not the House.
The biggest problem is that once the loopholes and tax breaks are in, it is nearly impossible to get them out.
Always try to do things in chronological order; it's less confusing that way.
