Only in the US are the origins, ethnicity and religious denomination of a person automatically mentioned when they reach some position of importance and they're not WASP.
He is the Secretary of State. He was a state senator and a LA city councilman. So I'd say has experience as a politician. Qualified? I don't know what the qualifications for the US Congress are (AOC, I'm looking at you).
TIL that most states allow their Governor to appoint a replacement to US Senate vacancies for the full duration of the remaining term.
The qualifications are being over 25 (30 for a Senator), living in the state that elects you and convincing the electorate you're the best choice. It's not hard to remember and/or look up.
