They were trying to prevent a run on N95 masks by stupid Americans. If we had a proper, functioning government it wouldn't have happened because a) We wouldn't have pulled our pandemic response unit out of China and b) we would have been stockpiling masks for the pandemic we knew was coming (and we knew it was coming because Biden/Obama left Trump a "Pandemic Playbook" that was ignored).
An herein lies a problem. "A boy who cried wolf" problem. Once you lie even once, your credibility is shot. You could be telling the truth but it's easy to discredit you, because if you lied once, who is to say you're not lying now and plan to apologize later if caught? Anyone who comes up with whatever conspiracy theory, no matter how crazy, now has hole to convince some people - they lied before, they are lying now because "insert whatever crazy reason you want here".
